Special municipalities and provinces are ''de jure'' first-level administrative divisions while counties and provincial cities are ''de jure'' second-level divisions of the republic. Each mayor or magistrate are elected by the population of each division with a maximum term of five years and are limited to two terms in office.〔 Currently, all of the mayors of special municipalities and provincial cities and magistrates of counties in the republic have won in the 2014 mayoral and magistratical elections and was sworn into office on 25 December 2014. Of the twenty-two current incumbents, two are women—Chen Chu in Kaohsiung County and Helen Chang in Chiayi County. Chiu Ching-chun of Hsinchu County is the oldest official ( of age), while Hsinchu City's Lin Chih-chien is the youngest ( old).
